Combine in a bowl. Add water and keep mixing until the batter becomes smooth and consistent. Place cupcake cups into a cupcake pan, pour batter into the cups, and add sugared red beans on top. Put pan in a steaming machine for about 17minutes. When ready, remove the bread cups from the pan and cool on a wire rack. Sift powdered tea over the bread before serving.
